An Giang Border Gate - Vietnam Cambodia Border Gates

An Giang is a main gate and hub for the Mekong delta region. The border of An Giang is 98km with five border gates with customs clearance, including two international border gates, one national border gate and two subordinate gates). An Giang is an important trading post with Cambodia. Since 2001 An Giang has defined border gate economic development as one of the most important missions of the province.

Following a Government decision, An Giang established three border gate economic zones: Tịnh Biên, Khánh Bình and Vĩnh Xương

The border gate economy is growing annually. The total two way trade volume in 2001-2005 reached one billion USD (exports accounting for 96%) at an average growth rate of 24.5% per year. Exports grew at 25% per year and imports at over 10% per year. In 2005, total trade value was USD 345 million (official trade turnover reached USD 335 million USD), including exports valued at USD 145 million, an increase of 22% on 2004 and accounting for 30% of total national exports to Cambodia. In first ten months of 2006, total border exported products values reached nearly USD 477 million  (official export values of USD 472 million, increasing of 82%), including direct exports of USD 145 million, an increase of 33% compared to the same period 2005. To promote investment and the development of the border gate economy the Province has outlined the following priorities: 

++ Investments to develop border gate economic zones to create favorable conditions for long term development and promote friendly and mutually supportive relations between An Giang’ and neighboring provinces and Cambodia.

++ Prioritize investment in Tinh Bien Economic Zone. The first stage is to develop the Trade – Industrial zone in 2007 and then gradually expand the Trade-Service- ++ Entertainment zone. Complete the establishment of the Land Fund for Vinh Xuong border gate zone to attract investment to towns and small industrial business, service – trade areas. Finalize the master plan for Khanh Binh border gate economic zone and prepare the necessary conditions for upgrading it to an international border gate.

++ Complete the proposal the Border Gate Economic Zone’s Organization and Performance in 2006.

++ Accelerate the disbursement and site clearance in border gate economic zones and implement key investment projects.

++ Invest in construction of Border Gate Economic Zones and the development of national defense and security to ensure trade performance and stable security of the border. 

The natural area of An Giang’s Border Gate Economic Zones is 26,583 km2. It includes Vĩnh Xương, Khánh Bình and Tịnh Biên Economic zones:

++ TINH BIEN BORDER ( Vietnam- Cambodia) 

1.       LOCATION

Tinh Bien Border Economic Zone is located in west of An Giang Province, close to the border of Cambodia and belongs to Tinh Bien District. Tinh Bien Border Economic Zone borders Cambodia to the north, Chau Doc town to the north-east, Thoi Son commune to the east and Le Tri commune to the south (both in Tinh Bien district). 

2.       AREA

The total area is about 9,255 hectares including: Nhon Hung, An Phu, Xuan To, An Nong communes and Nha Bang town. 

3.       POPULATION

The population is about 42,300 people (2000 estimate), 38.16% of the total district  population. Vietnamese comprise 92.87%, Khmers 6.43% and Chinese is 0.7%. The population growth rate in 2000 was 1.82%.  

4.       LABOUR

The working age population  is about 20,300, about 48% of the total population. Agricultural labor is 5.5%, household business labor is 7.76%, service labor is 55.5% and ‘other’ is 23.3%. 

5.       INFRASTRUCTURE

The main road is National Road No.91, around 8km long. Provincial Road No.53 runs to Hectares Tien Province. Provincial Road No. 948 runs to Tri Ton. The main waterways are Vinh Te and Tra Su channels. The water supply and electricity systems are operating smoothly. Electricity is sourced from Chau Doc town through the 33kV Nha Bang substation. There are two water plants in Nha Bang town with a capacity of 800-1000m3/day. 

6.       REGIONAL RELATIONSHIP

Tinh Bien Border Economic Zone is located in the intersection between Tinh Bien Border Gate, An Giang province, other Mekong Delta provinces and Cambodia. The Zone is 31km from Chau Doc town, 90km from Log Xuyen city, 150km from Can Tho City, 320km from Ho Chi Minh City, 50km from Ta Keo Province and 120km from Pnom Penh. Viet Nam’s National Road No. 91 connects Cambodia’s National Road No.2 and the Asia Highway at Tinh Bien Border Gate. 

7.       FUNCTIONAL SUBDIVISIONS

+      Trading Park

+     Pre-custom & Entertainment Park including Pre-custom store, Trading center, Exhibition center, Duty free shop, Agricultural product market, Parking area, Custom Clearance, Petrol station, Restaurant, Entertainment area

+      Entry and exit for cargo and people.

+       Xuan To Industrial Park (Export Processing Park) on National Road No.91, 1 km from Xuan To market in Xuan To Commune, Tinh Bien District. 57.36 hectares of land has been settler, of which 31.42 area is for factory and plant, 1.52 hectares for service construction, 2.44 hectares for administrative and product display, 1.97 hectares for infrastructure, 10.91 hectares for internal traffic 10.91ha. 

++ VINH XUONG BORDER GATE (Vietnam- Cambodia) 

1.       LOCATION

Vinh Xuong Border Economic Zone is located in Tan Chau District. Business is normally conducted with Cambodia by waterway (Tien river). It is in the north of An Giang Province, bordering with Hong Ngu District in Dong Thap Province.

2.       AREA

The area of Vinh Xuong Border Economic Zone is about 9,691ha, and includes Vinh Xuong, Phu Loc, Vinh Hoa, Tan An, Long An Communes and Tan Chau town. 

3.       POPULATION

According to 2000 figures, the total population is about 101,697 people. The population growth rate in 2000 was 1.52% 

4.       LABOUR

The working age population is approximately 40,678 people, about 40% of the total population. Agricultural labor is 87.53% of the total. 

5.       INFRASTRUCTURE

The main traffic to Vinh Xuong Border Economic Zone uses waterways and roads. Power is supplied by an intermediate transformer 35/15KV. The power system in the area is 15KV. 

6.       FUNCTIONAL SUBDIVISIONS

The centre of Vinh Xuong Border Gate includes the following functional subdivisions:  trade counters, pre-customs area, border gate management area, river port, free-duty stores, petro station, service area, good showroom and introduction areas. 

Vinh Xuong Urban: Blue Beach Star Trading and Service Ltd., Company has applied to investment guideline from An Giang Communities. 

Vinh Xuong Export Processing Park: Area according to approved Overall Drawing is 20-30 hectares between Provincial Road No.952 and Hang Me road. 

++ KHANH BINH BORDER ( Vietnam- Cambodia)  

2.       LOCATION

Khanh Binh Border Economic Zone is located in An Phu District close to Cambodia. Khanh Binh Border Economic Zone includes three border gates: Khanh Binh Main Border Gate and Bac Dai and Nhon Hoi sub Border Gates. 

To the north is Binh Di river, east is Vinh Xuong Commune, west is Binh Di river and the Cambodian border, South is Phu Hoi, Phuoc Hung and Vinh Loc Communes. 

3.       AREA

The area is 8,706 hectares including Khanh An, Khanh Binh, Quoc Thai, Nhon Hoi and Phu Huu communes. 

4.       POPULATION

The total population in 2000 was an estimated 69,833 people. The natural population growth rate in 2000 was 1.39%.

5.       LABOUR

The working age population is approximately 45,391 people. About 59.82% are employed in agriculture. 

6.       INFRASTRUCTURE

Water is sourced from the Hau and Binh Di rivers and electricity is from the National Electricity Grid. The estimated electricity demand is 50,811 mil KWH/year. 

7.       REGIONAL RELATIONSHIPS

The local authorities are planning to upgrade the infrastructure to develop relationships with neighboring regions: 

+      Upgrade Provincial Road No. 965 and No.957 to become the main axis of the region and build a bridge over the Hau river connecting An Phu to Chau Doc and National Road No.91.

+     Cooperate with Cambodia to build a bridge over Binh Di river to complete the road to Phnom Penh – Cambodia

+     Build a road connecting Provincial Road No, 956 and No.957 at An Phu town and Quoc Thai commune.

+    Upgrade rural traffic system to facilitate through traffic

+    Build and upgrade the roads along Bay Xa and Phu Loc channels and build a bridge over the Hau river to connect Khanh Binh Border Economic Zone to Vinh Xuong Border Economic Zone and N1line through South Eastern Provinces. 

8.       FUNCTIONAL SUBDIVISIONS (DETAIL DRAWING APPROVED) 

+      Khanh Binh Border Economic Zone includes the following functional subdivisions:
- Trading center

+       Pre-custom store

+      Zone Management Board

+       River port

+       Duty free shop

+       Petrol station

+      Service center

+   Product display center

+      Inhabitant department

+       Plant and factory area 

9.       AVAILABLE PREMISES 

Local authorities are calling for investments into Khanh Binh from enterprises. Enterprises are able to register to invest into the available 5 hectares (infrastructure is as yet incomplete). Investors can also register on 5 hectares of land which will shortly be leveled.
